Lucy does it too. My Westie does it - outside - usually after hiking his leg on a bush or a tree. In his case, I definitely think it's a show of 'dominance' or like warning other dogs off.
In her case, I'm not sure. It doesn't seem to be after she pees or anything . . just not sure.
