To leave collars on your dog is a prefrence. If you do, make sure it isn't too tight or too loose, because either way it's unsafe. Too tight can cause pressure on the trachea, too loose and they can actually get their lower jaw under the collar and then can't get it back out.

Walking the dog with a "STEP-IN" harness is the safest, since they don't come close to the throat at all. Wearing these all the time can damage the coat and also build up serious matting . If you do choose to let the dog wear a harness all the time, then maybe consider putting the dog in a light weight T-shirt first, and over sweater/jackets during cold weather walks.
