Even if it's not seasonal, it still may be environmental (dust, dander, etcetera).
The very best thing you could now do is to see a Vet Dermatologist - they will be able to diagnose and advise you much better than a general vet.
Other meds that can be tried: Atopica, Temaril-P. Keep in mind that if you do want allergy testing, then the best thing to put him on is Atopica....bc prior to allergy testing, steroids must be out of the system (but Atopica is fine). The Zyrtec has to be given every single day.
What are you feeding? When did this start? Did it coincide w/ any changes?
Btw, allergy shots are usually only given once a week, or every two weeks...and then less than that after they start responding.
So, he *does* experience some relief after the steroid shot?
