Go to your profile page, in the upper left hand corner, click User CP (control panel).
In the left hand column of the control panel, look under Settings & Options, Edit Avatar. Then upload your picture and click "Use Custom Avatar." At the bottom of the box, you will see a note about the maximum size of your avatar. You will have to resize whatever picture you use to fit. Donating members can have larger avatars.
You can also add a picture to your profile page, as well as photo albums.
