So...no fleas FOR SURE. She has been double treated both oral and by bath. She is chewing on her front paws a bit and seems to be scratching some....
Maybe this is dry skin or allergies? I have tried sweaters on and off and everything. I read something on the internet about dogs under stress doing this....I dunno. Maybe it is vet time.  | Is she shaking her head at the same time? Maybe she is having some ear problems. It could be just a habit she as gotten into, like how some yorkies like to stretch. Like you said, it could be allergies too.
