Default In heat?

My almost 5-month-old puppy, Zoe, has started "backing up" to my male cavalier...kind of swishing her tushie in his face. Is this related to going into heat? At what age do yorkies typically hit that stage? Would this be affected by the fact that she has not had a healthy start in life, and is still only 2.5 lbs?
I know with my female cavalier it was fine to let her go through one heat cycle and then spay her, which we did. This seemed to cause her nipples to swell a bit and stay swollen even once her heat was over. Also, I've read conflicting opinions on this.
What is recommended for female yorkies? We will, of course, spay her, but would hope she could get a little healthier and bigger first?
Thank you for your help on this (guess I never really learned enough about the "Canine Birds and the Bees"!

Of course, maybe she's just feeling super sassy in her new outfit from Ashlee!
