Yes, you should be concerned. Hawks, owls, and some vultures (the kind that kill their prey) will go after a small dog. Even if they can't carry off the dog, they can do a lot of damage trying. Supervise your pup closely.
Hawks and vultures circle low over me when I am walking my 7 and 8 pound boys.
