Awww. Some dogs that did not learn to play as a puppy - never really learn to play with toys. They can still play chase and enjoy life - but he may not be interested in toys - ever.
That said, you can try the little squeaky toys as someone said and my Lucy loves cat toys - the small balls, etc.
My friend adopted a yorkie that was about 2 - no one had ever played with him and he simply did not know how to play. He loved to walk and was so cute and loving - but he never did learn (or was never interested) to play with dog toys.
He liked to play hands and chase - but that's about it. Still, he was so adorable I would have snatched up him in a heartbeat!
