Your little girl is perfectly adorable! Your problem is very likely hair products. Dilute the conditioner way down.

I highly recommend trying the Biogroom Fluffy Puppy shampoo and one of their conditioners, especially because you can request samples for free.

As noted earlier by others, conditioner/brushing spray can make a pup look greasy, and it attracts dirt. Try to use as little as possible and always put it on the brush, never the pup. Or dab a little in your palm, rub, and then spread lightly over the hair.

Last but not least, always rinse shampoo thoroughly.

If none of this makes a difference, then it would be time to look into diet changes.
