Try Ross. I have gotten really cute tees for around $4, and coats for around $8. It's hit and miss so I check in often. If you're lucky, you might find a harness and leash there too.
Talk to your parents about getting a harness for your new pup. A simple nylon step in harness (or a nicer one) is a real investment. Collapsed trachea requires a surgery that can costs thousands to correct. It's really the smart way to go to spend $12-$20 on a harness (or two) and avoid a big problem later.
