Try putting down 2 pads for her...Bella is outside trained and Harley is only 17 weeks and I'm also outside training him as well so I don't use potty pads for training I do put 1 in Harley's play yard at night for him while we are sleeping...but Bella does pee in one area of the yard and will go to the other side of the yard to poop...and she walks very lightly in that area so she doesn't step in any...which is funny cause I clean up daily for her but I guess the smell is still there.
so I'm sure that is why your baby is not using the same pad cause she doesn't want to step in it...so maybe 2 pads
