It sounds like a broker who buys from breeders and resells. You can be almost sure that these dogs are coming from puppy mills. Please do not buy from anyone where you have not personally taken the time to visit the breeder's facilities.
Have you heard about the Yorkshire Terrier Club of America, they are the mother club of the Yorkie, and set the standard for the AKC. They have breeders in most states, and I highly recommend talking with a YTCA member. Remember, even if you aren't planning to breed or show, supporting good breeders is so important.
