Default Pee pee dilemma

Okay, I have two Yorkies who have always been very good about doing their business on their potty pads during the day while we're out, but since we've moved we've had some problems. First off, our old house had wall to wall carpeting and we never had any "accidents", but our new house has hardwood floors so we purchased area rugs.....this is where the problems began. We have some really nice area rugs which we came to find out after a while were being utilized as pee pee pads. The carpets are dark and thick so we had no idea until we could smell the pee what was really going on and now I'm not sure what to do. This has been an ongoing thing, they will even go in the restroom and pee on the throws in there! We have had to take all the carpets out of the house and close up the rooms that do have carpet. I would love to be able to put my carpets back in my house (yes, they've been steam cleaned), but I don't want to have the same issue all over again. Any suggestions, secrets, ideas, recommendations or similar experiences that you are willing to share? I would love to get the $1000 worth of carpets sitting in storage and use them again.
