Hi there and welcome to YT! in extreme weather conditions, i keep mine inside.Some yorkie's do not even like going outside if it is rainy or too cold. The colder it is , the less time you ought to spend outside. Buy sweaters or jackets for him. You can even buy booties.
Petsmart, Target, Walmart , Petco all have a doggie section. I would not allow your nephew to be mean to your yorkie. your yorkie is adjusting , and has had a hard life .... Little kids can learn to handle a small dog, but, only under direct supervision. The moment the child is mean, then it is over. Take the yorkie into a safe room , and give your new dog lots of TLC.
