No, he is not neutered (fixed) if he still has his "peanuts" testicals. Yes, you do need to take him to the vet for a wellness check. I have 10 dogs that came through rescue and I also rescued Yorkies and I never had one come in that was as bald as you say your's is and some of ours were in awful situations. He could have a medical problem that is making this bald. I would also guess your guy has very bad teeth and your vet will probably have to do a deep clean on your dog when you have him neutered. If you don't have his teeth cleaned bad teeth can poison a dogs system and they can die. Your vet needs to check this also. You also need to pick up some literature or a book on Yorkies and
don't take this personal but other members have suggested the book "Yorkshire Terriers for Dummies". I am guessing it is fairly simple to read up on the breed.
Please make sure you buy a sweater for your little one (you didn't tell us how much he weighed) but I am guessing he is cold without any hair.
Also there are many products on the market for urine remover which you can buy if you have PetSmart or Petco or you can buy it on the internet. Everyone ON YT has had to deal with this at some point and time.
