Sorry, but it's really not up to the guy who doesn't own the dogs to make sure the de-icer he puts down is pet friendly. I'm going to bet that the majority of de-icers that go out aren't.
The only thing we can control is how we choose to deal with it. If I were your neighbor, I would buy some snow boots for my dog.
