That sounds like a very slow growing coat. It has a good chance of coming in beautiful but it will take time, often close to 2 years of age. A slow growing coat also tends to stay darker.
As for the face, some are more of a terrier head, some are not. I am not sure if the thin coat may give an optical illusion of making her nose look longer compared to a heavier coat around the head.
I don't like Royal Canin, ran into a lot of trouble with it, digestion, coat, skin.
I prefer Natural Balance small breed Ultra and mis in Orijen which is quite high protein but hte two together seems to work.
