If you have picked two fleas off of an 8 week old puppy, you definitely have a flea problem and yes, your puppies are getting bit. I would not use any chemicals whatsoever. I would manually get rid of the fleas. You can use diatomaceous earth, but make sure it is not the type used for pool filters. Research on the internet how to use it for flea control and make sure you do not let the puppies or yourself inhale it. Don't do anything without thoroughly researching it. I would not let mama go outside until you have this problem fully solved. My bitch who had puppies has been strictly inside the house for weeks before her puppies were due and since she had them 11 days ago. Your puppies are also at a vulnerable age for catching infectious diseases so be careful where you let her go outside. I would consider this an emergency and nothing else would get done in my house until this problem was eradicated totally.

This is a perfect example of why breeding dogs cannot live the life of an ordinary pet. A flea problem in a dog or two is a nuisance but in a breeding situation where there are young puppies it is way more complicated.
