I can't tell without seeing them. Is there any "lift" at all in the ears like they are trying to come up? Have you clipped the hair off the back of the ears and trimmed the hair off the tips? Keeping the weight of the hair off the ears for just a little bit often helps the ears go up on their own. I would try this first before resorting to taping. If you haven't trimmed the hair you can use a mustashe trimmer to do it or take her to a groomer - they should be willing to trim the hair off her ears for a minimal cost and may even show you how to do it yourself.
