Like Maximo, I am a total believer in not limiting water intake. Just like our water intake varies depending on our exercise and environmental conditions, so does it for dogs. Have you had a vet check her out? Could she have a bladder infection? Or something else? If she checks out ok, I would say it's just a phase and to take her out as frequently as you can and not limit her water. You may be able to train her on a pee pee pad in the house, but I am sure this will pass as she gets a little older.
