I would start over with the clicker and only use it during training "sessions" for a while. Start with just clicking and treating, so she knows click = treat and nothing else, for a couple sessions, then move to a shaping exercise. You might try shake or wave. You want her to understand that the clicker always gets a treat and that her job is to offer a behaviour to get the click. Once she knows how to do something, intermittently click, but always praise.
I also think the clicker tends to work best when you can mark something multiple times within a few minutes, rather than once every now and then. Such as for potty training, I think praise and treats are probably better than the clicker as you cann only mark the behaviour once at a time.
