As careful as we are with our babies and we never leave them alone even in our fenced in yard, our Brooklyn did get out. She found a tiny opening in our cyclone fence. A normal opening, but she is small and she got out. I was frantic crying hysterically. Thank God she did not leave the front yard, but had it been my Bella she would have been gone. Just because she was roaming the streets, does not mean she is being neglected. They could be looking for her, but since you have her and have not posted a sign, called the police or shelter/s they have no way of knowning where she is. The matting, does happen quick, even thick matting especially if it is a cottony coat. Tia is brushed daily, yet the next day she has matts again. I'm not saying you are wrong and she is not being neglected, I'm saying that you shouldn't make assumptions based on what you said. Please, try to find her family and then if she is being neglected take action.
