Don't wait til February third. Take her to the Vet ASAP. They can quickly scan her to see if there is a microchip. I would be so upset if my puppy went missing and the person that had her kept her for almost a month before taking her to get scanned.
Would you want that to happen too you? Also, matting happens quickly...almost overnight especially when wet or damp.
Please don't wait to decide if you think the owners are taking proper care of the pup.... they are probably worried sick.
