I feel your pain. The only high rise in my city that allows dogs is a slum lord type operation, with hundreds of dogs.
We had a pit and 2 german shepards on our floors, plus they had a huge bed bug and cockroach infestation. Add on 6 months of exterior construction and poor Harley never got outside in that place
Spent 2 years there, found a private rental, it's still not great, but it's perfect for Harley. I encourage you to look for private rentals rather than mass property. (I'm assuming your looking for rentals?)
