If you post a picture, maybe someone can help you identify what's going on with her coat. Have you researched red legged yorkies? This doesn't sound exactly like a red legged yorkie description but its a possibility. It could also be that her puppy coat will result in a beautiful adult coat. I don't think you can know for sure until her coat changes. I hope someone else can help answer your question.
