I know how scary things like that are and am sorry you and the babies had that terrible scare. People do let their dogs off leash simply because they get by with it. I've never seen anyone get in trouble for doing that. Same holds true for dogs in the back of pick up trucks. Here it's against the law, but you see it all the time right in town and police around. We need stricter enforcement for these typs of things. I don't think they should wait till something bad happens to do anything.
