You need to see a specialist -- a neurological vet.

You're in Tennessee. If I were you, I would head straight to the Veterinary School at the University of Tennessee. Your pup will get the best of care there, and it won't cost as much as going to specialists locally. If you get tests done by a local neurological vet, they would likely want to repeat the tests themselves at UT, so you might as well start out with the best.
