Red-tailed hawks are the largest: 19" high with a 4 foot wingspan. If they lift a good size rabbit, I believe they could pick up a Yorkie. They certainly can do damage to a dog trying.

We let Elsa out and pretty much walk with her and keep an eye on her. We live on a 10 acre ranch setting and usually our neighbors bigger outside dogs are with her too. |
I am in Northern Virginia in a somewhat rural setting with a farm next door. A couple hundred acres of woodland were mowed down alongside our neighborhood to make way for a subdivision. The hawks, eagles, and vultures all moved into the trees in our backyards. Black vultures will kill their prey. They are so evil looking, and brazen. They circle low over us when we are out on our walks.
