It could be ear mites.
Poppy had them when I first brought her home, I couldnt see anything inside of her ear but she would scratch until she cried and the hair was starting to fall out behind her ear.
Took her to the vets, she had ear mites. She was given ear drops which cost under £20 and the mites were killed with one course of antibiotics.
