I definitely know what you mean! My Golden really wasn't "sweet" in that she is domineering and manipulative but with hard work, she's great now.

I know not all dogs and breeds learn at the same speed and not all methods work for all dogs. So far, with Shiloh, reward based training seems to be getting through to him. Some examples of what can be done: When teaching her to "come" when called, always make sure its a fun and pleasant experience. Don't repeat yourself though or she'll learn to tune you out. If she doesn't come when you call her go get her.
Also, when picking up your cats, make sure she backs up away from you. Perhaps put her in a sit/stay first. If she moves, put her back where you had her. Once you've picked up the cat without incident. Reward her.

these are some suggestions but you might want to talk to a trainer/behaviourist and maybe take her to some classes?
