Hello there, I am seeing this post for the first time, thank you for trying to help these animals. Here is my suggestion, as I live in Texas I would suggest you contact animal planet, of course they show animal cops which has a division in the houston area. As a starting point if you have ever watched the show, the cruelity police have traveled to many surrounding texas areas to investigate reports of animal cruelity. I am not sure how it works or how you could get them out there but it could be a start for you. I hope this helps
