I would love to report them, but in North Carolina there are no laws governing puppy mills.
They have to be sanitary and the ones I have visited appeared to be (of course you can only visit by appt. only). Comfort is all relative I guess and if the dogs are moving around and not visibly cowering and shivering then there is no proof of suffering.
