That might also be because of the conditions she was raised in back at her old... environment (I refuse to call it a home). If she was kept in a cage all the time she probably just went in her cage, on herself, wherever. Her leash smelled like feces so it probably was all over her too before they brought her to you. She is used to having to be in her own filth (else she could never go to the bathroom at all). She's probably been through a lot. She needs patience and love.

I would recommend possibly seeking out a professional behaviorist who could help you train her? Or maybe contact a yorkie rescue and ask for tips on how to train her! They rehab dogs all the time. I'm sure they'd be good for advice!

I know there are some foster moms here on YT as well. Maybe you could post a thread as a shout out to them (link them back to this thread if you don't want to retell your entire story). Maybe title it something like: Need Experience Rescue Advice: Yorkie Scared and Difficult to Potty Train!

I have no experience with dogs from unloving conditions, so I'm afraid this is where my advice runs out. I'm here for support though and maybe you could follow some of these suggestions.

Note: I see kjc in your other thread has experience with rescues. Maybe ask her?
