I hope you find the patience to try a little longer with Miss Chloe. Is the puppy pad in a busy area? She might need a more private place. You could also try some of the scent sprays and spray it on the pad. It sounds like the original owners were mean to her and she is still reacting to her old life. Just like with a foster child it takes time to for a dog to feel safe in an new home and with new owners. I know it seems like a long time but she has only been with you a little while and it sounds like you have made progress with her.
