I think the first thing to do to try to fix this problem is to work on his recall. You can practice this in a safe, fenced in area like your backyard or a fenced park. Use treats and call him to you. Everytime he comes to you, give him a treat. He will eventually learn that it is a positive thing to come to you and this should definitely better his recall.

However, I still would not trust him to come and always keep him leashed and harnessed. Both of mine have amazing recall, but I never let them off leash unless they are in a confined area where I know they are safe.
