Yes, the fine puppy fur does shed while growing their new coat, but it shouldn't be severe. If the shedding is just more than normal, then it may be caused by stress. Even adult Yorkies can "drop" their coat if under a lot of stress. Just brush daily and keep things as calm as possible and that should do the trick.
