The best thing I have found to use indoors is the plastic tray that they use under rabbit hutches. They come in different sizes. I have a 30"x30" and a 24"x24". The sides are high enough that they have to get in them, 3". I have one big one that I lay the washable pads in then I have a smaller one that the throw away puppy pads fit in. It works so good for the puppies. It will keep any urine from leaking thru to the floor too. I tried the grass ones but I couldn't get the urine smell out of the grass. I really recommend these trays.
