Rizzo does this when we're outside and he see's a stranger, or my landlady, or anyone but me really. There are times when he responds to "quiet" which I tought him when he was younger and would start barking, I'd say "quiet" and make a funny noise to get his attention, if he stopped barking I'd give him a treat and say "good quiet". He still is yappy when we're outside and the only thing I've found that works is I say "good-bye Rizzo" and walk to the front door. Once he realizes his back-up is ditching him he runs to the door. Not the best solution, but can't keep repeating a command that he's not paying any mind to, or he'll never pay attention to it. This is a tough one to gain control over, Yorkies are alert dogs so they'll bark to let you know that they see, smell, or hear something out of the ordinary.
