We own a dog boutique and sell dog food too (though not 'vegetarian') but you wouldn't believe how many people come in asking for such. I try to switch them to "grain-free, no rendered meats or oils" and they frequently give it a try, some convert permanently as that line is a great food. Some however, insist on "no meat". Whatever, but just like many of their human counterparts, their dogs don't look that healthy as "vegetarians".
Back to city ordinances: I should know this (and plan to check it out now), but if I remember correctly, our city is if you have more than three intact dogs of breedable age you have to call yourself a kennel and have a kennel license. But I think they hear a lot of 'oh, that 4th dog? it's just visiting...mom's out of town and I'm caring for it for a few days'
