Mileage is deductible for a legitimate business...as long as the receipt has only the business expenses on it. IF you go to the grocery store and buy your groceries and throw in a bag of puppy pads, though you can deduct the puppy pads, but not the mileage (because the trip wasn't strictly business). So you have the store ring up the puppy pads separately and then you get to deduct the mileage...for where you were going anyway. Cheating or creative??? With all the extra time that goes into caring for the puppies and mama dog that no one gets to deduct, making sure they remember to claim their mileage whenever possible only seems fair.
If you're selling puppies and claiming the money as income, then a person should deduct all expenses connected to caring for the puppies until such time they are sold, which would include food, pads, etc., and the mileage to go and get the stuff they need.
