He looks all yorkie to me!! My Samantha weighs 12 pds, her sister who my mom has is 22 pds. The very first yorkie we had was 27 years ago and he weighed 18 pds at his heaviest. 27 years ago when we first got Scruffy our 18 pounder alot of the yorkies back then were larger. Seems like he will be a good fit for your family. Best Wishes
