From my understanding, HSUS can claim to be no-kill but then get an influx of dogs and put them down.

The HSUS in a nearby town of about 40k population..isnt totally a no-kill. The put down wild cats and vicious dogs. They have very few dogs to adopt out. They only had about 7 dogs when I visited. They dont have a ban on breeding, but they do require breeders register their dogs as breeders and pay for an annual license. They also require all puppies to be thoroughly examined by a vet before being sold. That seems to work for them.
Obviously, I can't speak for all shelters in all cities; however, when I was calling around my area regarding a no-kill shelter to donate to I spoke with a lady at a supposed "no kill" shelter and this is what she said (paraphrasing) - 'no, they don't kill animals..."but"...if they can't find homes, no one to foster them, another shelter to take them, etc., etc...those animals do get "shipped" to our local HS who does euthanize them.' She also said don't get fooled into thinking that animals who end up at "no kill" shelters don't get put down...just not that location. Apparently, it's about 30% (here) that get sent to HS "eventually" (though the percentage varies on any given month)- She talked about since they don't do the actually killing, they can call themselves a "no kill shelter" --- I appreciated her honesty. So before you assume no animal connected with a "no kill" shelter is never put down, try to find someone who works there and will give you an honest reporting. She was probably honest with me as I was looking for our business to donate on a regular basis, rather than just a personal, one-time donation, possibly some radical person that might cause them problems/bad press. That might have made the difference in her level of honesty. (???)
