Food allergies can sometimes cause a dog to excessively bite/lick themselves (especially on the paws). Usually the corn or grain in the food is the culprit. What kind of dog food are you feeding him?
Not rinsing the shampoo/conditioners off of him well enough when bathing can cause him to itch.
There may be some type of cleaner you're using on the floors that might be irritating his paws.
He could have a couple fleas.
The hair between his toes could be too long and it's itching him.
It could just be a bad habit he's taken to.

There's a lot of reasons he could be doing this. All dogs are going to itch themselves (everybody gets an itch every now and then!) but if he's sitting there licking & biting for any length of time, I'd probably take him to the vet to rule out any kind of health problem. It could be a skin condition that requires treatment, or it could be something as simple as rinsing an extra few seconds while bathing!
