Does he just have an undocked tail? Very common for them (out of standard pups) to have full tail, both my standard yorkie Rizzo and the rescue Cooper, who is far from the standard, have their full tails. Though I live in Europe and it's less common to have a dog with an undocked tail unless you are in the show ring. Cooper the bigger guy has a pretty meaty tail where Rizzo's is small, but then again Rizzo averages between 5 and 6 pounds where Cooper is about 16lbs.
