I feel kind of foolish because I did not see it either when I read it the first time but here is the signup info.

The signup period will end January 31, 2011. You will receive your Secret Buddy information within THREE DAYS after the end of the signup period. If for some reason you sign up and can not participate in this Gift Exchange, you MUST notify us before the end of the signup period.

I have a feeling that January is going to pass very slowly
