If he is getting weaker, do you think there might be another issue? The laminectomy may have relieved some pressure from T12-13, but could there be another disc that's becoming more of a problem? I would be concerned about the condition worsening.
By the way, I'm glad you're getting a stroller! I think it's one of the best things we did for Layla!
