I think Teddy would do well with a Medium. Both my boys can wear a medium. Cooper is 10 pounds and Max....eh, who know? Let's just say a bit more. diannenet's Toby is about 9 pounds and wears a Medium. I can't even get the Small over my boys' paws.
Just quickly measure the length of Teddy's paw. If it's less than 1 1/2" in length from the back pad to the toenail, then he needs a small. I highly doubt it's that small though.
