I don't know who's worse the one who stole the Yorkie or the lady that would leave it in the car.
Even if they're not visible from the outside, a person needs to remember, anyone can have a sudden heart attack or other medical emergency right in the store. You pass out, someone calls an ambulance, you awake two days later in the hospital...where's your dogs? Been left in a car in some obscure parking lot for days.
It could happen.
