Have you tried your local rescue groups? I have 4 cats and 6 dogs. All but 2 are rescues. I was the only small dog foster in the one rescue group that is close to my house. I also was the only foster for the Local animal control that would take mom cats with new kitties. I did that until the one Mom ate her kitties. That made me decide to not do that any more.Then I would get the kittens old enough to go to there new homes and come to find out they were putting half of them to sleep. So I decided not to foster for them any more.Normally the whole reason you foster is to get the dogs or cats use to being around people,dogs and Cats. I do not understand them not letting you foster. Check with another rescue group. Good Luck.
