Okay I'm not sure if you've found the YT library yet, but there are great articles on how to select your breeder, info for New Yorker Owners, etc.

I know that you want to surprise your Mom, with a pup/dog, but I think if you do the research first and find a reputable breeder in her area, then maybe arrange for your Mom to visit with the breeder and to select her pup, that might be best all around. A good breeder will want to meet the actual owner of the pup, as well as all rescues will as well.

I can attest that Yorkie pups are a lot of work. Perhaps an older dog might be best. Retired breeding females or males that are neutered/spayed often make great pets. The plus side here is that you know the size, the coat, the temperament, and the health of the dog. Most particularly if they are home based breeders, will have housebroken and done some preliminary obedience training.

I think that what you are doing for your Mom is just great. A very thoughtful gift, even more so that you are dedicated to doing your research.
